Overview
Army INSCOM needed to modernize a highly manual recruiting process used for special operations missions. The existing system relied on an 85-page PDF packet and required significant manual effort from recruiters — time that could have been spent on candidate engagement and pipeline development.
The challenge
The recruiting operation faced systemic problems that compounded with every applicant — and the process started with a paper packet. A candidate would receive an 85-page PDF, print it, complete it by hand, and return it to a recruiter. The recruiter reviewed the packet manually, flagged missing information, and contacted the candidate again. They then re-entered relevant data into one internal system, cross-referenced against another, and physically routed the packet to the next reviewer. Every step was a handoff. Every handoff was a potential delay. Qualified candidates who had no visibility into where they stood — and no patience for the friction — quietly moved on.
